Shared Space:

A proposed cross country route from North Waltham via Level lane and farm tracks and the ROW to Kempshott and the Roman road. Parts of the route are ROWs on footpaths and need upgrading to restricted byeway and parts are private tracks which could be permissive paths. Some of the land crossed has been registered on the SHEELA as available for development and some is on the boundary of Hounsome fields and Kennel farm.
It is proposed that this route is adopted as part of the North Waltham Neighbourhood plan so that CIL and section 106 money can be used to develop it.

Complete separation of cyclists and cars can't always be achieved. To make sharing of the road safer I would like to propose using rumble strips instead of flat paint to separate the bike lane from the rest of the road. It would act as a physical reminder for car-drivers that they are encroaching the bike lane. This happens particularly near pinch points like road bends or crossroads. So even just a selective application of rumble strips could have a very positive effect, I believe. What's the view of the cycling community? Has it been tested?

Hampshire County Council will "upgrade" the NCN23 between Chineham and Eastrop Park, and provide cycling improvements in Chineham Business Park between Crockford Lane and the roundabout.
Overview
Improvements into the existing route from Chineham to Town Centre for non-motorised users, focussing on the National Cycle Network.
Section 1 & 2
This route starts from Cufaude Lane along Hanmore Road in Chineham and finishes at Swing Swang Lane. The proposal is to upgrade existing cyclist access by improving crossing point, vegetation clearance, bollards replacement, directional signing and cycle making.
Section 3
This route starts from Crockford Lane goes over the railway line at the north side of Chineham Business Park, through the Business Park and ends at Crockford Lane roundabout. The proposal is to implement an advisory on road cycle facility, install on road cycle signage and cycle markings down to the existing toucan crossing and then linking to an off road cycle route to Popley Way near Crockford Lane roundabout.
Section 4
This is an existing footpath for pedestrian and cyclist in Eastop Park. The footpath starts at the subway under the A339 Ringway East through the park and ends at Eastrop Circus.
The main work is to resurface the footpath and convert it to a shared use footway/cycleway route. The existing route signing will be removed and replaced with new shared route signs, directional signing and bollards.

Hatch Warren Infant School sent a letter and booklet to local residents, and hopefully parents to encourage parents to get their children to walk, scoot, or cycle to school (at least from a local car park).
It begins "The School Council have been working this half term to help try to improve parking for the children, parents and residents around school." The booklet has a picture of bicycle on the front, and quotes from children like:-
"Cars go really fast on the road and it can be scary!"
"People park on the pavements and in the bus stop."
"It is difficult to cross... you have to walk on the road... it is not safe... I might get hurt."
"It is always busy.. lots of cars go very fast. I don't like it."

Basingstoke and Deane is now engaging with stakeholders before publishing their Feasibility study for improving cycling along the A30 corridor from North Waltham to town centre, across the town centre to Chineham along or near the A33.

HCC have proposed the closure of the Fort Hill Community School site in Winklebury, Basingstoke, with the pupils attending CBEC instead. The Ringway A340 and Winchester Road A30 will provide barriers to cycling between the two sites. Could this be an opportunity to provide a signed cycle route between the sites, to include something suitable along the A30 Winchester Road? FHCS is close to the proposed corridor 6, and CBEC is close to proposed corridor 5.

"Basingstoke and Deane Borough Council has commissioned Sustrans, a leading UK charity that aims to encourage people to travel by foot, bicycle or public transport for more of their local journeys to help create a ‘cycling strategy’ and new cycle network map in consultation with the people who live in, work in or visit the borough."
The strategy ignores most of the Borough, has low aims (lowest common denominator rather than facilities suitable for all riders), and is being made irrelevant by new housing developments.
Responses to the consultation should be in by 11th December.

Planning application 15/02303/FUL is to make Long lane open to motor vehicles so that they can reach 10 new houses on Pyotts Hill House.
This will be debated at 6.30pm on Wednesday 10 August at the Civic Offices Basingstoke.
Cycle Basingstoke has already objected because the road along Long lane is only 3metres wide and pedestrians, cyclists, lorries and cars will have to share this space.

Area Estates are proposing to build a retail park on the former Smiths Industries site between Winchester Road and Harrow Way, in Basingstoke. This was formerly owned by Tesco, who failed to build a supermarket there.
No cycling access has been proposed, and the provision for cycle parking is inadequate - insufficient for customers, and none for staff.

Drivers are unaware/don't care/don't see cyclists in the cycle lane, so pull out of Lidl an Old Worting Road turning left, or turn right from Worting Road to Old Worting Road leading to very near misses. The cycle lane should be replaced with access to Old Worting Road near the bus stop, and improved access to Lidl provided.
